The Alabama Senate approved a bill Tuesday that would increase the punishments for loitering.   The bill, HB24, sponsored by Rep. The Alabama House Thursday approved a bill that would increase penalties for loitering along state highways on a 90-0 vote, with 12 abstentions. The bill, HB 24, sponsored by Rep.
